David Hepburn
Chief Administrative Officer, Healthcare

David Hepburn is the chief administrative officer for Perot Systems Corporation’s healthcare division, providing leadership to our capability development and support activities, such as healthcare solutions design and globalized capacities within Consulting and Applications Solutions (CAS). He also has responsibility for our newly formed innovation team.

Prior to relocating to Plano, Texas, Mr. Hepburn was the client executive of the Perot Systems cornerstone International Healthcare account within the U.K. NHS’s National Program for IT, where he was responsible for a team of 170 associates. The deal, partnered with BT Plc, delivers clinical systems to all care settings within London in one of the world’s largest transformation programs.
Responsibilities have included solutions architecture, consortia design, and deal pursuit culminating in the successful closure of BT’s £1 billion London Local Service Provider Contract.

Mr. Hepburn built, developed, and led a team that is responsible for implementation of various healthcare applications with capabilities within clinical transformation consulting, project delivery, technology, and applications leveraging Perot Systems’ North American healthcare capabilities to ensure that best practices are achieved across all workstreams.

Other roles have included COO for European healthcare, solutions architect, and bid manager within financial services and logistics and various project management assignments.
Prior to joining Perot Systems, Mr. Hepburn was an officer in the U.K. armed forces and served on operational duties in Bosnia and Northern Ireland. He holds a bachelor of engineering degree in chemical engineering from Loughborough University, U.K.
