Jeff Gardner, Chief Operating Officer
Value Payment Systems

Mr. Gardner is a co-founder and Chief Operating Officer of Value Payment Systems.  Value Payment Systems provides electronic payment processing products and services to various payment industries including the $4.3 trillion government payment market (federal, state, and local tax payments), $347 billion property tax payment market and the $275 billion residential property management payment market.  The Company focuses on underserved payment industries with low card penetration and accelerated growth.    Value Payment System’s clients include entities such as the Internal Revenue Service, the State of Kansas and the State of Alabama.  Prior to Value Payment Systems, Mr. Gardner oversaw operations at Link2Gov where he contributed to Link2Gov’s rapid growth over a seven year period.  Mr. Gardner also successfully implemented Link2Gov’s largest client, the Internal Revenue Service, and received annual service provider assessments of “excellent” by the IRS.
 
In addition, Mr. Gardner managed the certification process for Paymentech, First Data, Concord EFS, Bank of America, Global Payments, Ttech, Select Payments, and Wells, respectively.  He was also responsible for the creation and implementation of all operational procedures and processes within Link2Gov, resulting in successful certifications of Payment Card Industry (PCI), Independent Verification and Validation (IV&V), SAS70, and multiple other annual audits over the last 5 years.  Mr. Gardner also managed the development of multiple emerging market products such as MultiPay, Licensed Tax Center, Link2POS, and DataPoint helping Link2Gov become a leader in Government payment services.

Mr. Gardner attended Middle Tennessee State University, MBA, University of Buffalo, B.S. Industrial Engineering, Fredonia State University, B.S. Industrial Management.
